The Putnam County Finance Department is responsible for the overall financial services of the Putnam County Government and adheres to Generally Accepted Accounting Principals (GAAP). Departmental responsibilities include receipt and recording of various revenues, accounts payable vendor payments, grant administration, payroll administration, budget preparation and implementation, and financial reporting internally and externally. Departmental hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Putnam County's fiscal year begins January 1 and ends December 31 annually.

Tuesday August 17, 2010 (BOC meeting date)

Proposed budget submitted to the governing authority for that body’s review prior to enactment of the budget ordinance or resolution.  On the date the proposed budget is submitted to the governing authority for consideration a copy of the budget shall be placed in a public location, which is convenient to the residents of the local government.  In addition, a statement advertising to the residents of the local unit of government the availability of the budget shall be published in a newspaper of general circulation within the jurisdiction of the governing authority.  The statement shall contain information that a public hearing is to be held at which time any persons wishing to be heard on the budget may appear.  This advertisement must not be placed in the legal section of the newspaper.  In addition, the advertisement must be published at least seven days prior to the hearing.  The public hearing must be held at least seven days prior to the adoption of the budget resolution or ordinance.

Notice that proposed budget is available along with notice of public hearing and meeting to adopt budget published in newspaper.  Advertise mill rate hearings along with this ad also.

 

Thursday August 26, 2010

Second (courtesy) notice of public hearing and meeting to adopt budget and mill rate hearing published in newspaper.

                       

Thursday September 2, 2010 (6:00 meeting)

If mill rate is being raised, the first public hearing could be held at this time.

 

Friday September 3, 2010 (Regular meeting date)

Public Hearing held to receive comments from interested citizens on proposed budget.  The second public hearing required for setting mill rate can be held at same time.

Advertise notice of meeting to adopt the budget and set the mill rate.

 

Tuesday September 21, 2010 (Regular meeting date)

Public meeting held to adopt budget resolution or ordinance and third or final public hearing to adopt mill rate held.
